With a population of around ~23,000, Pottstown could use a drivers license center. The closest one right now is in Norristown, and while the citizens of Pottstown have transportation there via Septa, it's still a hassle to get there. In my opinion, the perfect spot is in the North End Shopping Center next to Liberty Thrift Store in the corner. If a drivers license center were to be there, it'd be similar to the Malvern center if you're familiar with it. (I have two possible road test courses drawn out and open to be changed to meet any regulations. I also have a mock-up image of the outside of the building to give you a better picture.) While I'm not so certain about the economic development factor (didn't know where else to post), I can't imagine this being a bad idea. It would bring in people from neighboring towns/cities, and that's a positive in my eyes.
