a.

Motion to grant preliminary/final approval of The Hill School Dormitory Land Development Plan, subject to satisfying thefollowing conditions within 90 day:

  1. Compliance with the Cedarville Engineering letter of November 17, 2020 
  2. Compliance with the Montgomery County Planning Commission letter of November 12, 2020
  3. Preparation and execution of Developers Agreement in a form acceptable to the Borough
  4. Payment to Borough in Fee in Lieu of Open Space in the amount of $9,000 prior to issuance of a building permit

 


b.

Motion to grant the following waivers from the Subdivision & Land Development Ordinance for The Hill School Dormitory Land Development Plan:

  1.  402.2.C - requirement providing existing features within 100 feet of property
  2. 400.3.A - requirement showing existing underground features on Parcel  
  3. A400 - requirement to submit a Preliminary Plan for review
  4. A400.5.A - requirement of a Phase One Environmental Site Assessment
  5. A401.8 - requirement to provide abutting property information
  6. A402.1 - Within 100 feet of any part of the land being subdivided or developed: the location, names, width, radii, curs, sidewalks and subsurface conditions of existing streets and alleys; Location of existing rights-of-way and easements, watercourses, floodplains floodways, sanitary sewers, storm drains and catchment, curb cuts, boundaries    
  7. A402.2 - Contour lines and elevations data within 100 feet of site
  8. A403.6 - Existing and proposed sewer lines, water lines, fire hydrants, utility transmission lines and other man-made or natural features
  9. A403.8 - Streets, to include names, right-of-way widths, cartway or pavement widths, radii, curb lines, sidewalks and approximate grades
  10. A403.12 - Existence and location of identified "recognized environmental conditions" per the standards of the American Society of Testing and Materials
  11. A404.1 - The total tract boundary liens of the area with accurate distances to hundredths of a foot and bearings to nearest 15 seconds
  12. A404.2 - The layout of streets, alleys, crosswalks, sidewalks and public trails
  13. A405.1 - Plan scale shall be no smaller than 1-inch equals 100 feet
  14. 503.1 - Requirement of street trees, parking lot trees and open space trees
  15. A503.4.E - Requirement to protect slopes in excess of 20 percent
  16. 504 - Requirement of shade trees
  17. A504 - Requirement of open space and recreational facilities
  18. 505 Requirement of street trees
  19. 509 - bollards of concrete-filled steel pipes, wooden frames, or wheel stops are preferred to curbing for protecting trees
  20. 510 - Requirement for screening

Motion to extend the payment due date to March 31, 2021 under Paragraph 6 of the Upper Pottsgrove Agreement to Purchase Additional Capacity

d.

Motion to appoint four (4) individuals to the Blighted Property Review Committee for one-year terms to expire December 31, 2021

e.

Motion to appoint two (2) individuals to the Human Relations Commission for four-year terms to expire January 9, 2025

f.

Motion to appoint an individual to the Pottstown Borough Authority for a five-year term to expire January 1, 2026

g.

Motion to appoint an individual to the Vacancy Board for a one-year term to expire December 31, 2021

h.

Motion to adopt a Resolution appointing an individual to the Zoning Hearing Board for a three-year term and to appoint an individual to the alternate position for terms to expire January 1, 2024

i.

7:30 P.M. – Public Hearing – Keim Street Overlay Ordinance

Motion to adopt an Ordinance amending parts of Chapter 22 in order to adopt and effectuate the Keim Street Gateway Plan
